CITY OF TRACY

There will be a public hearing before the Planning and Zoning Commission of the City of Tracy at its office at 208 Second Street, Tracy, Missouri, on the 19th day of MAY 2008 at 6:00 p.m. at which citizens may be heard. The purpose of the public hearing is consideration and recommendation of a UNIFORM DEVELOPMENT ORDINANCE (“UDO”) for the City of Tracy that concerns the land use regulations of the City of Tracy, Missouri. The proposed ordinance includes comprehensive zoning regulations, subdivision regulations, and floodplain management regulations. A revised ZONING MAP, which rezones certain tracts of land within the City, will also be considered. The Platte County Commission is seeking bids for Grounds Maintenance Equipment for the Shiloh Springs Golf Club located at 14750 Fairway Lane, Platte City, Missouri.
Equipment shall be bid and awarded in four (4) scopes. Scope “A” shall include five grounds maintenance utility vehicles; scope “B” shall include two utility vehicles outfitted for beverage cart service; scope “C” shall include one utility vehicle outfitted for driving range service; and scope “D” shall include one turf mower.

PHASE I CONSTRUCTION - BENNER PARK
REQUEST FOR BIDS

Sealed proposals for Benner Park Construction located in Weston, Missouri, will be received from qualified bidders at the office of the County Clerk, 415 Third Street, Platte City Mo until Thursday, May 15, 2008 at 1:30 P.M. following which they will be publicly opened and read in public session in the County Commission Meeting Room. Bids received after the designated closing time will be returned unopened.

All proposals shall be made on a printed proposal form included in the bound Project Manual containing the specifications for the Work and shall be submitted in sealed envelopes addressed to the County Clerk, Platte County, Missouri and marked “Benner Park Construction”.

The Project consists of site preparation, grading, storm drainage, utility extensions/connections, retaining walls and asphalt paving. This project requires compliance with the State of Missouri Prevailing Wage Law. The selected bidder agrees to abide by prevailing wage law for Platte County and the State of Missouri, and to compensate for work according to the current Annual Wage Order in effect at the time of the bid request.

The Project Manual, consisting of the Bidding Documents (which shall include the advertisement for bid, instructions to bidders, proposal (including the bid schedule proposal) and statement of bidder's qualifications) and Contract Documents (which shall include the proposal, performance bond, statutory bond, Contract, general conditions and technical specifications), may be examined by appointment (contact Jim Kunce, Assistant Director, Parks and Recreation Department) at the office of the Platte County Parks and Recreation Department 415 Third Street, Platte City, Missouri. The Project Manual and Plans may be obtained at WesternBlue, 1814 Main Street, Kansas City, Missouri for $100.00 per set (non-refundable).

Each bid shall be accompanied by a certified check or cashier's check drawn on a National Bank or a bank having membership in the Federal Reserve System or a bid bond made payable to the County Clerk, Platte County, Missouri in an amount of not less than five percent (5%) of the total bid, which may be retained until a contract for the project shall have been awarded. Bid checks or bid bonds will be returned to the unsuccessful bidders if and when their bids are rejected. An agent authorized to do business in Missouri shall write the bonds.

There will be a pre-bid conference on Wednesday, April 30, 2008, 10:00 a.m., located in the Platte County Commission Meeting Room, 415 Third Street, Platte City, Mo. 64079. The pre-bid meeting will also include a project site visit.

Each bidder shall upon request from Platte County submit on the form furnished for that purpose, a statement of the bidder's qualifications, his experience record in the type of work embraced in this project, his organization and equipment available for the work contemplated and, when specifically requested by Platte County, a detailed financial statement.

Platte County shall have the right to take such steps as it deems necessary to determine the ability of the bidder to perform his obligations under the Contract and the bidder shall furnish the Platte County all such information and data for this purpose as it may request.

The bidder to whom a contract for the Work is awarded will be required to furnish performance and payment bonds acceptable to Platte County, each in amount of one hundred percent (100%) of the Contract, in conformity with the requirements of the proposed Contract Documents. An agent authorized to do business in Missouri shall write each bond.

Platte County reserves the right to reject any or all bids for any reason or to waive any informality in the bidding.

NOTICE IS HEREBY GIVEN THAT:

A. The Platte City Market Center Community Improvement District (the “District”), located in Platte City, Missouri (the “City”) and generally bounded by Kentucky Avenue and Lots 6A and 6C Platte Valley Plaza 11th Plat on the North, Lot 6A Platte Valley Plaza 9th Plat on the East, Lots 1 thru 6, Estates of Platte Valley 1st Plat on the South, and Ensign Hill Drive on the West, in accordance with the Missouri Community Improvement District Act, Sections 67.1401 through 67.1571 of the Revised Statutes of Missouri, is proposing a sales and use tax of five-eights of one percent (0.625%) upon all eligible retail sales within the District in order to:

2. Provide and maintain the Public Improvements;

3. Provide and maintain, for the benefit of the District, funds (the “Additional Public Improvement Fund”) for the construction and installation of other Public Improvements deemed beneficial or necessary by the City within the boundaries of the District (the “Additional Public Improvements”);

4. Acquire real property and amend the District boundaries to undertake the Public Improvements and the Additional Public Improvements for the benefit of the District including, without limitation, such real estate that is or will become public right-of-way necessary for the extension of Kentucky Road; and

5. Provide for the administration, operations and maintenance of the District and assist in attracting additional investment in the area.

B. The duration of the tax shall be for a period of twenty (20) years or until such time as the Public Improvement Costs are satisfied and the Additional Public Improvement Fund is fully funded (if such time is less than twenty (20) years).

C. The ballots for the election shall be mailed to the District's qualified voters no later than April 18, 2008.

D. The election is to be held on April 29, 2008.

E. Qualified voters will consist of: (a) such persons who reside within the District and who are registered voters pursuant to the records of the Platte County Board of Elections (“Commission”) in Platte County, Missouri, as of the thirtieth day prior to the date of election; or (b) if no such registered voters reside in the District, the owners of real property located within the District pursuant to the tax records of the Platte County Clerk, for real property as of the thirtieth day prior to the date of election.

F. Any person(s) residing within the boundaries of the District shall register to vote with the Commission on or before the thirtieth day prior to the date of the election in order to be a qualified voter for the purposes of the election.

G. The ballot must be returned to the Commission's office in person, or by depositing the ballot in the United State mail addressed to:

Request for Bids
Exterior Restoration and Waterproofing of the
Platte County Courthouse

The Platte County Commission is seeking bids for the Exterior Restoration and Waterproofing of the Platte County Courthouse. The project includes removal of all efflorescence, dirt, oils, etc., from the existing exterior masonry as required to apply new waterproofing. Also included in the project is the inspection and repair of all mortar joints and replacement of caulking material where needed as well as the application of the waterproofing. This description may not be inclusive of all work required to successfully complete the project.

All work must be warranted by the contractor. All bidders must provide a schedule of work, weather permitting, and the trade name and complete description of the product to be used as the water repellent. Any contractor wishing to bid must visit the site. The pre-bid site visit will be on Monday, April 7th at 9:00 a.m. Specifications will be available at that time.

A performance bond is required in the amount equivalent to the amount of the bid and a company suitable to the County must issue it. A maintenance bond is required for a 12-month period to guarantee restoration of the construction area.

All bidders must provide a schedule of work and at least 3 references from previous similar projects. Bidder must also provide proof of insurance for the following coverage:

1. Comprehensive General Liability - minimum limit of $2,000,000 combined single limit for bodily injury and property damage per occurrence.
2. Workers' Compensation if applicable per statutory requirements.
3. Employers' Liability - $500,000 each employee, $500,000 each accident and $500,000 policy limit.

This project is not subject to the annual prevailing wage order. The County Commission reserves the right to reject any and all bids.

NOTICE OF PUBLIC HEARING

Notice is hereby given that a public hearing will be held by the Director of OATS, Inc. West Region on April 17, 2008, at 7:30 PM to consider a project partially funded with federal funds by the Missouri Department of Transportation:

1. Capital Project - to be funded from Section 5309 or Section 5310 of Title 49, United States Code: Federal funding of $657,413 is requested for the purchase of three (3) large handicapped equipped vehicles, ten (10) handicapped equipped vehicles, one (1) ramp-equipped mini-van, two (2) 15-passenger vans, two (2) mini-vans and two (2) mini-buses, total cost $821,766.
2. This project will assist general public transportation needs through the purchase of vehicles for the counties of Bates, Cass, Clay, Jackson and Platte in the OATS West Region.
3. Operating Project - to be funded from Section 5311 or 5316 of Title 49, United States Code: The total estimated cost of the West Region portion of the project is $2,500,000. Total federal funds requested: $989,027; local funds and fares to be used for the project: $1,510,973.
4. The location of the project will be to serve residents in OATS West Region. Total project will be 87 counties in Missouri.
5. The source of the local match will be from privately generated local funds (capital); unrestricted federal funds, local cash, donations and in-kind match (operating).
6. At the hearing, OATS will afford an opportunity for interested persons or agencies to be heard regarding social, economic, and environmental aspects of the project. Interested persons may submit oral or written evidence and recommendations with respect to said project. If no person(s) request to give either oral or written statements three days prior to the public hearing, the applicant is not required to hold the public hearing.
7. Organizations interested in the proposed service may request information concerning the project from the applicant.
